Eligibility Criteria:
To qualify as a subcontractor for this project, a qualified DBE business must:
- Have a certified DBE status in the California Unified Certification Program;
- A firm is only eligible to be given DBE preference if it’s bidding on NAICS codes contained within its California Unified Certification Program (CUCP) DBE Profile.
- Provide a signed copy of Exhibit E-2 (DBE LETTER OF ACKNOWLEDGMENT AND COMMITMENT) of the bid documents at the time of its bid submission.
- Be a qualified DBE is a for-profit small business concern:
- (a) which is at least 51 percent owned by one or more individuals who are both socially and economically disadvantaged or, in the case of a corporation, in which 51 percent of the stock is owned by one or more such individuals; and
- (b) whose management and daily business operations are controlled by one or more of the socially and economically disadvantaged individuals who own it.
- If bidding as a subcontractor, hold a valid contractor’s license from the Contractor’s State License Board for the project’s scope of work.
- If bidding as a subcontractor, maintain a valid Department of Industrial Relations public works registration for the project duration.
- If bidding as a subcontractor, be aware and comply with Prevailing Wage and Davis-Bacon laws the project is subject to
- We may require a performance and payment bond of 100% of the subcontract value.

The project requires a variety of specialties, and we believe your expertise could be a valuable addition to our team. The scope of work items made available to DBE firms, as a percentage of total OCTA engineer’s estimate for the prime contract, is as follows:
- Selective Demolition (6%)
- Asbestos and Lead Abatement (6%)
- Steel Joist Framing (24%)
- Steel Decking (4%)
- Roofing (5%)
- Elastomeric Joint Sealants (1%)
- Painting (4%)
- Electrical (12%)
- Bus Washing Services (2%)
