Subject: Invitation to Bid – Local Businesses – VL205 Pride Center Project at Santa Ana College
CALTEC Corp. is currently preparing a bid for the VL205 Pride Center Project at Santa Ana College, a public works project to be awarded by the Rancho Santiago Community College District (RSCCD). CALTEC is bidding as the General Contractor; the owner’s bid is due April 2, 2026.
In compliance with RSCCD Board Policy 6610, CALTEC Corp. is actively seeking qualified Local Businesses — including MBE, WBE, DVBE, and veteran-owned enterprises — to submit sub-bids for inclusion in our bid package. The District has established a goal of 25% Local Business participation. Your bid will be documented as part of our good faith effort and considered for award if CALTEC is the successful bidder.
WHO QUALIFIES AS A LOCAL BUSINESS?
| Local HQ / Office | Business with its principal headquarters or permanently staffed regional office within the RSCCD-designated zip codes, holding a business license in those zip codes for a minimum of three (3) months prior to bid submission. |
| Certified MBE / WBE / DVBE | State or nationally certified minority-owned, women-owned, or disabled veteran business enterprise that has performed work for the District or another public agency within the designated zip codes in the past four (4) years. |
| Veteran-Owned Business | A business majority-owned and controlled by one or more veterans as defined by applicable law. |
| Apprenticeship / Internship | A business utilizing apprentices from a District-approved apprenticeship program, or participating in a District-approved internship program. |
REQUIREMENTS FOR SUBCONTRACTORS
- Valid Contractor’s State License Board (CSLB) license appropriate to your scope, maintained for the full duration of performance.
- Current Department of Industrial Relations (DIR) public works registration per Labor Code §1725.5.
- Project is subject to Prevailing Wage laws. Certified payroll records will be required.
- Performance and payment bonds may be required at 100% of subcontract value.
- DVBE certification must be provided to CALTEC Corp. at time of bid.

- Completed bid / proposal for your scope of work
- Company profile, CSLB license number(s), and DIR registration number
- Applicable certifications (MBE / WBE / DVBE / veteran-owned) if claiming Local Business status
- Statement confirming your business qualifies as a Local Business under RSCCD Board Policy 6610
